Graphics Crash course from hell!
(I suck at them but fake it rather well..)
Animation within images:
YOU WILL NEED TO SAVE THESE 2 IMAGES!
Right click "save as"
AND 

To save time once you've erased behind the foreground image.
Just add in your border and text to make a easy overlay.
Then paste it all into the frames at one go.
Just make sure it fits the frame size!
By combining, sizing, and mirroring or flipping images about anything is possible really.
I took these plain icons that I made and combined them together into a very nice icon.

I re sized the second animated one and made it into a smaller file (amount of frames) to make it suitable for a icon.
Then I added some text and a border with transparent punch outs from the borders template.
This is the end results..

By doing the bottom layer of text under the white or what ever color text you use in a darker color..
The text becomes 3d and much more defined to the readers eye.

These are some decent examples of some simple base animations..

Base animation 1 examples: + = 
By putting the focus image which in my Gaia Online Avatar, my border, and text all together on a transparent background.
I can create a overlay which is the second image above.
It's so much faster to do this and simply paste it into each animation frame.
It makes creation go more quickly and you will have a cleaner animation flow.

By taking the same concept animation "underwater" and using it over a flat image.
Adjusted so as it has no depth to distort my image that I have put into red scale..
Along with some smooth text I made in PSP7 (Paint Shop Pro 7.)
You can get something along the lines of these example sets.

BORDERS:
With borders they are easiest to make and do in AS3 (Animation Shop 3)
Mainly because you can edit it pixel by pixel much easier by zooming in.
And use the "Replace color" function so that you can quickly make gouge outs transparent
by using a fill color not present in the image that you are pasting the border over.
After wards once you get it into all the frames just "Replace Color" in all frames as transparent XD

Next up the ever annoying time consuming gouge and crop out banners.
By erasing everything around a image and using transparency you can make something like these sets.

By putting alternating colors into empty gaps of a template you can create shifting eye catching animations.
This can also be applied to your text and borders.
Examples of color fill and alternating:

*You can rip apart AVI files with AS3 0-500 frames at a time.
Though you really should'nt go over 250 at a time, tends to crash if you do... *sweat*
